DRAFT AVIAN WELFARE STRATEGY 
The welfare discussion document, Avian Strategy For Hobbyist Livestock and Pet Birds, has been eight months in the making. It was put together by the National Committee for Bird Strategy, a group of eight specialist societies: the British Waterfowl Association, Hawk Board, National Council for Aviculture, National Pigeon Association of Great Britain, Parrot Society UK , Pet Care Trust, Poultry Club of Great Britain and World Pheasant Association. In its final form it will become 'England 's Health and Welfare Strategy for Birds' - the basis for  official best-practice guidelines to be followed by fanciers.
The draft strategy has four main aims:

To bring all hobbyist birdkeepers together and develop a national strategy pro­gram under one umbrella;
. To maintain participation in birdkeeping;
. To raise birdkeeping skills, training and standards; and
. To improve the quality and breeding of birds under hobbyist control.

The document also reviews issues such as medicine needs, bird welfare standards, health surveillance arrangements and companion bird research.

Avian health and welfare is vital, not just because we owe birds a duty of care as responsible owners and keepers, but because it is fundamental to the long-term future of our ability to keep and breed many species of birds.
For the Strategy to succeed, everyone involved with all aspects of birdkeeping needs to engage with the issues identified in this document and work together in a pragmatic and constructive way to achieve the aims. Without this, the Strategy will fail and a real opportunity will be lost.
This represents a land­mark, but it's only the starting point All birdkeeping organisations should try to work together to achieve this vision for the future.”

The committee is now seeking comment on the document from birdkeepers. Committee member Colin O'Hara said: “We want birdkeepers to tell us if they think we've missed something out or whether we've been too ambitious in what we think can be achieved. We want them to comment in general about the aspirations in the document”.
The committee will assess all the comments before making amendments. They aim to submit the strategy next April to the supervising authority ­ the England Implementation Group (EIG).

Stolen Birds !

I want to inform you that 8 of my absolute best birds were stolen out of my aviary Monday, November 10, 2008. Among the 8 were the Best Bird and the Best Opposite Sex of this year Swiss BS National Show.

I'd appreciate your help. Please keep your eyes and ears open.
For relevant information that leads to the arrest(s) of the perpetrator's), i am prepared to pay an

 award of:
€ 10'000.--

From the way this robbery occurred we have to assume that these thieves know me and my daily schedule very well.
It is indeed a mystery. Unbelievable, I'd never have thought that something like this could happen.

SUMMARISED REPORT OF THE GENERAL COUNCIL MEETINGS

HELD AT THE BS OFFICE ON SATURDAY 15th NOVEMBER 2008

The meeting was opened and the members present were welcomed by Dave Herring, the Budgerigar Society Vice President in the absence of Geoff Capes, (President), who had an engagement arranged prior to the change of date for the meetings and Bob Francis, (President Elect), who had to go to hospital for emergency treatment on the morning before leaving home for the meetings.

The minutes of the meeting held on 3rd May were ratified and the matters arising were:

The Secretary informed the meeting that the problem with the cheque that had been fraudulently cashed had now been resolved and the money returned to the society account.

In view of the present economic situation, a new bank account had been opened and some of the society's reserves had been transferred into it.

The meeting was informed that the Buy British posters and post cards had been printed and the council agreed that one of each of these would be included with the next magazine in the hope that members would ask their local vets to put them up in their premises. More of these posters are available should members want them.

Fred Wright stated that he had now got a list of Veterinary Practices that could be circulated with the posters etc, but asked that all members of the General Council let him have details of Vets addresses in their areas.

Club Show Minutes

Letters regarding the date of the show had been received from: D Game. R Francis. J Isles. R&J Taylor & Son.

Following on from the Club Show and the questionnaire that had been available at the last show, the committee felt that some of the major problems that had led to the lower entries at the show had been mainly due to costs and exhibitors wishing to book their birds in on the Saturday morning. They recommended to the council that the date of the Club Show remain in September for a further two years and exhibitors be allowed to bench their birds on Saturday as well as on Friday, then a further review to take place following the 2010 show.

Following a lengthy discussion, the Council discussed the date and agreed to support this recommendation.

There had been a problem with rosettes not being delivered to the show this year and in future all Area Society and Specialist Society rosettes must accompany the society information for inclusion in the schedule and any cash specials to be paid by the societies from their stands.

A proposal to reduce the classification was defeated by the council.

To facilitate for birds being booked in on the Saturday morning some changes need to be made to the timetable of the show.

Judges Panel & Colour Standards Committee

The committee had met on two occasions since the last Council meetings primarily to discuss the up­date of the Colour Standards and Guide Lines for Judges and Exhibitors.

The new up-date was agreed and after circulation to the members of the General Council for proof reading, a temporary version without pictures will be included as part of the January magazine. Once all the pictures for the Colour Standards booklet have been agreed, it will then be printed in the same format as the present copy and circulated to all members.

AS the Annual Judges Meeting was over-subscribed this year, two meetings will be held in 2009 on Saturday 40th and Sunday 5th April. (Sundays' meeting will be a repeat of the Saturday meeting).

General Purpose & Finance Committee

The committee had met on one occasion since the May meetings.

Items included are:

The society holds a "Spring Event' possibly in June or May in 2012, the May date to possibly include the AGM.

Only judges on the BS Subsidiary Judges Scheme are allocated to shows.

To allow for societies to take advantage of the NCA Insurance scheme, they need to have some commitment to the Budgerigar Society possibly such as being affiliated. It was decided that application forms for patronage will be amended to include an indication that societies applying for patronage agree to be bound by the Budgerigar Society Rules.

The society will now stock the product "Orego Stim".

A letter from a company launching a new board game had asked if the society would agree to be included and provide a number of questions for the game and this was agreed.

Blue Mini Drinkers. The Secretary informed the meeting that he was experiencing a problem with the supply of these drinkers in so much as the original importer had decided to significantly increase the price. The Secretary was given the go-ahead to try to obtain the product from the producers at a more realistic price.

The Secretary informed the council that this had not proved possible and was now in the process of having the drinkers manufactured locally.

Time for a change

Fred Wright introduced an idea that he thought will increase entries at shows in the Champion section, especially the Club Show. The idea is based on being awarded points for winning classes and Challenge Certificates and then being "graded" as a Champion based on the points earned. The council believed there may be some merit in this idea and referred it to the next meeting of the Judges Panel & Colour Standards committee.

WBO

The minutes of the WBO meeting held in Germany on 3rd October had been circulated and Gren Norris gave a verbal report. 14 countries were represented at the meeting.

Items covered in the meeting included: WBO Ideal, Feather Problems and Accounts.

It was agreed there would no change in member societys' subscriptions; (BS paid £290 in 2008. £190 in 2009)

The next meeting will be held in Portugal on 29thOctober 2009.

The meeting agreed in principal to accept an invitation from Australia to hold its meeting in Canberra in 2011.

Area Society Chairman's Meeting

The minutes of the meeting had been circulated and since the meeting, Bob Francis has informed us that the Welsh BS has now received a grant from the Lottery Funding.

Items covered in the meeting included:

Lottery Funding, Nomination of Judges for the Club Show, BS Email address, Judges Training Day, Cost of rings to fanciers who are only members of an Area Society, BS Club Show and future meetings.

Chairman's' Referrals Patronage

The chairman told the meeting of the concern a number of societies have about the level of patronage for their shows in 2009. (Some societies have already sent in their appeals for 2009). It was proposed that all societies granted patronage in 2008 would enjoy the same level of patronage in 2009 unless they had had an increase in benched entries that would mean they would qualify for a higher level. Any higher level granted to these societies would be maintained for two years, (or two shows should any show need to be cancelled for any reason). The proposal was approved on the basis that any future appeals would not be considered.

Ballot for General Council 2009

The chairman informed the meeting that there would only be one ballot next year for the General Council and that would be for the MBA Representative, (the MBA having put forward two names). He went on to add that sadly two area societies, (South Midlands and Western Counties) had not put forward any names and only 12 members had put their names forward for the National Ballot.

The Budgerigar Society - BS Club Show 2010

When the Club Show was moved to September in 2007 for a trial period, it was decided that the date of the show in 2010 would be decided following the 2008 event when a questionnaire would be available at that show. Sadly, considering the numbers that attended the show, only a very small percentage of those attending filled in the questionnaire which indicated a preference for a change to a November date.

The Club Show Committee has been aware that, for some time now, many members have not entered their birds because they considered the show was too long, (birds having to be at the show from Friday through to Sunday) and it also costs so much to stay in Doncaster for two nights.

With these thoughts in mind, (the time birds are away from home and accommodation costs), the committee, after a very long discussion decided to recommend to the General Council that:

The show remain in September for a further two years trial period and exhibitors be allowed to bench their birds on Saturday morning as well as on Friday, then a further review will take place following the 2010 show.

At the General Council meeting on Saturday 15th November, the Council discussed the date of the show and agreed to support the recommendation of the Club Show Committee

Pet birds:

Bird Flu is a disease that mainly affects birds,not humans.

By following these simple steps in the event of a bird flu outbreak there is no reason to stop keeping pet birds:

• Avoid contact between your pet birds and wild birds

• Always clean up after dealing with your birds,especially wash your hands

• Do not bring wild bird droppings into your home through dirty clothes and shoes

• Ensure that any new bird comes from are putable source

NCA offers clubs insurance cover

BIRD clubs and associations will make substantial savings, thanks to a new £2 million insurance policy negoti­ated by the National Council for Aviculture (NCA).

For an additional £40 per annum, all societies affiliated to the NCA can purchase the third-party liability through the association to cover all shows and meetings.

Members of the Canary Council, Budgerigar Society, Foreign Bird Federation and British Bird Council can access the insurance policy through their own organisation. Canary Council chairman Barry Mills wants to make as many special­ist canary clubs as possible aware of the new scheme so they can take advantage of it. Mr Mills said: "This insurance scheme provides f2 million of public liability cover for all meetings and shows held by the club during the year. Among other benefits, it even provides cover in the unlikely event of claims that may arise from the negli­gence of the club's officers in running the club's affairs."

NCA secretary Dave Whittaker wants all cage bird societies and non-­specialist or independent bird clubs to know that the scheme is also open to them if they are directly affiliated to the NCA.

"Their annual NCA subscription is £20 and they can secure the insur­ance cover at the special price of £40. So for £60 they get NCA membership benefits and insurance cover for less than they have probably paid for insurance alone up until now. It rep­resents a very good deal."

Mr Whittaker emphasised that the NCA exists to represent the inter­ests of all bird keepers at local, national and European levels. The main focus of the association's mis­sion is to take care of all those mat­ters which affect the hobby, he said.
